Workflow Template included in New Forms

For some tools we want external users (not andersen) to create very easily. If we can create a template workflow and include it in each new form created, it will save them the hassle and training to do the assignee workflow editing. This could be added to the Assigned To input as an option to “choose workflow template” as default. That list would look to the template workflows for that tool. Just like we include a default response from the Selection input.
