Restarting the Review thread on an RFI/SUB

When a submittal or RFI needs to go back to the design team, I can only reject the submittal one review back. This means I have to re-do the whole assignee flow when a submittal needs to be re-reviewed.

There should be a way to establish what step in the flow the RFI/SUB goes back.
