QC Multiple PASS/FAIL responses needed

Following up on our conversation yesterday, I went into Sand Castle to test how PASS currently responds. First thing I noticed is clicking PASS freezes you out of clicking PASS or FAIL another time (colored buttons fade and can't choose any of them). We should be able to record multiple PASS events over time, so this should never freeze us out.

Second thing I noticed is when clicking PASS it asks for Add Response or Cancel.

Choosing Add Response doesn't open an Observation window, but just acts the same way Cancel does.

We should have the option on PASS to create a General (PASS) Observation as a default. Eventually we will want a project-level setting that enables or disables an Observation option on a PASS.
