Permissions: Whiteboard

Add Whiteboard as an item on the list of permissions, so that users other than andersen can use it.

The feature below as suggested, but never implimented. Right now Admin on General Project settings allows white board access, so I added that to FOR/SUP, so all andersen team members could use the board. However that will not work for architects and this was requested by TVC, so I'm going to move this to ToDo.
