Meetings: Close Past Notes

Requesting that notes (within a topic) past meetings be able to be closed.

Right now, Going back to a previous meeting and closing the Notes, closes all notes for that topic. Users want to keep the topic but close only the notes from a specific date. Right now the Closed status is tied to the topic. I believe it would need be tied to each note. Which would then cause Responsibility and Due date to also be at the Notes level.

These changes would allow a topic with many facets to re-occur for many meetings.
