Full edit control for directory contacts

I just added a contact with Berg Electric to TVC Camas 2 and they were already in Mercury. When I selected them from the list, they did not have a phone number entered. I can not edit their contact now to add a phone number. Full edit control for contacts should be a project level permission so we can maintain accurate info on the fly.
