Documents: File Type Restriction

Currently only PDF files are allowed to upload to Documents. When UPLOAD NEW DOCUMENT is selected and then Document is selected, it should allow .doc, .xlsx, .csv at a minimum but many more would be ideal. These folders is were files will be shared for all kinds of purposes since we are asking all parties to collaborate in Mercury. Therefore we should allow anything to be shared here.
