Documents: Distribute Option

There is often a need to share documents like Drawings, Specs or and ASI. This is to notify users that it is available without them having to go look for it. Right now we can distribute a form, but we do not have that option in the documents tool.

Here are some UX ideas (see screen shot below):

• Distribute Folder: Add a "Distribute" in the options between archive and rename. Notification email only provide a link back to mercury (no PDF link).
• Distribute Document/Drawing/Spec: Page: Add "Distribute" to the options next to the page. Notification email includes a PDF link? In addition to a mercury link.
