Directory: Add User include Project Permissions Roles

Currently when adding a user only the Company created roles appear in the drop down. IOW If a project has created their own roles, they are not pulled into the role list.

Below are the two applicable conditions:

New user new to Mercury

A user existing in Mercury but new to a project.
