Custom Project Dashboard Photos/Thumbnails

I want to be able to add a custom photo or cover image to my projects so that the front page/dashboard doesn't just show black or grey squares. This would help visually identify projects more easily.

    An image can be added to the upper right now, but it needs to be done by a Company Admin (helpdesk).

    Is the intent of this request to make adding that photo be possible by the Project level admin (PE/PM)?
