Checklist Items: Comment & Picture

For both QC and Safety there has been requests to reduce the taps for a Passing checklist item.

Current State:

An Observation can be required upon pass on not. Observations include title, description, photo, assignment and cc.

Suggested State:

Have an option to add only a comment and photo after pressing Pass. Which means after tapping Pass a model for "Comment or Photo?" will be needed. That comment and photo will live in the checklilst item. Exporting of the checklists will need to be resolved. Albums will then have an album for checklists.
