Assignee for "Safe" Response

Currently in safety inspections, if you go through and check something off as “safe”, it then has you create an Observation, including assignee. Previous software allowed us to check the safe box and continue. I get why we want to show some documentation of the good stuff, but can we take off the assignee requirement? If something is Safe, I don’t feel there’s a need to assign something to someone if there’s nothing for them to do.
