Assignee: First Node Rejected

Current State:

If a workflow is created and the first person rejects the submittal or rfi the workflow closes. This is incorrect since in order to be resolved it needs to remain open or voided by the creator.

Suggested State:

Use the same process that is used for reaching the end of a workflow. A node is generated for the creator at the beginning of the workflow and places it back in their court or assigned to them (with all the appropriate notifications). They then have the typical response options available for a person assigned.
